According to the No.9 document issued by the general office of CPC Dalian Municipal Committee on September 9, 2008, Lingshui Sub-district of Ganjingzi District is governed by Dalian Hi-Tech Industrial Zone. A total of fourteen sub-districts including Yingchengzi, Gezhenpu, Ganjingzi, Jiaojin Mountain,Zhoushuizi, Zhonghua Road, Pao'ai, Airport, Xinghua,Nanguanling, Quanshui, Xinzhaizi, Red Flag and Dalian Bay are under the jurisdiction of the People’s Government of the Ganjingzi District, Dalian. The district has 42 village committees and 122 community residents committees. There are 11 village committees under the jurisdiction of the Yingchengzi sub-district office, namely, Yingchengzi, Daheishi, Shuangtaigou, Qian Muchengyi, Hou Muchengyi, Jinlongsi Gou, Duimengou, Guojiagou, Shagangzi, East Xiaomozi and West Xiaomozi.
There are six village committees and a community residents committee under the jurisdiction of the Gezhenpu sub-district office, namely, Anzishan, Xiajia Hezi, Middle Gezhenpu, Hou Gezhenpu, Yangjuanzi, Qipanzi and Bohai. There are six village committees, namely, Big Xinzhaizi, Little Xinzhaizi, Lazi Mountain, Qian Gezhenpu, Youjia and Big Donggou and four community residents committees including Meilin Park, New Star, Huaxin and Youjia under the jurisdiction of the Xinzhaizi sub-district office. There are five village committees, namely, Cha’an, Tangli, Liushu, Zhangjia and Liujia, and seven community residents committees including Hongsheng, Xianghe, Jixiang, Qinqin Neighbourhood, Rainbow, Licheng and Lanfeng under the jurisdiction of the Red Flag sub-district office. There are 14 five village committees£¬namely, Lijia, Qianguan, Houguan, Lashufang, Qianyan, Houyan, Tuchengzi, Sujia, Songjia, Mao Yingzi, Dafangshen, Dalian Bay, Wanpu, Cotton Island£¬and a community residents committee of Chemical Industry New Village under the jurisdiction of the Dalian Bay sub-district office. There are 14 community residents committees under the jurisdiction of the Ganjingzi sub-district office, namely, Qixing, Liulv, Song Mountain, Haiyan, Haimao, Sea-gull, Gan Park, Zhanqian, Guangming,Ganzhong, East Mountain, Ganfeng, Ganquan and Ganxin. There are 11 community residents committees under the jurisdiction of the Jiaojin Mountain sub-district office, namely, Jinmao, Jinyuan, Jinfeng, Jinwang, Jiaozhong, Jiaodong, Jiaobei, Longjiang, Golden Dragon, Kuangbei and Jinquan. There are nine community residents committees under the jurisdiction of the Nanguanling sub-district office, namely, Jingdong, Jingxi, Jingnan, Lv Park, Shengtai, Yaoxing, Yaohong, Yaosheng and Yaoyuan. There are 14 community residents committees under the jurisdiction of the Zhoushuizi sub-district office, namely, Zhoudong, Zhouxi, Zhouxing, Zhounan, Zhousheng, Zhoufa, Zhoushun, Zhoushuizi, Zhouqiang, Lvzhou, Yida, Oasis Neighbourhood, Xingjiapo and Penghui. There are 13 community residents committees under the jurisdiction of the Quanshui sub-district office, namely, Quanhua, Quanjin, Sunshine, Amity, Olym, Longpan Park, Longxin Park, Longhe, Junteng, Long Park, Longxi, Longbin and Jingsheng. There are seven community residents committees under the jurisdiction of the Airport sub-district office, namely, Changhong, Blue Sky, Guodong, Civil Airline, South Mountain, Nansong and Guozhong. There are 13 community residents committees under the jurisdiction of the Xinghua sub-district office, namely, Huazhen, Huaguo, Huazhong, Huaxing, Huayue, Xiushan, Xiushui, Jingang, Jinyu, Xingli, Xingmin, Xingfu and Xingqiang. There are 13 community residents committees under the jurisdiction of the Pao’ai sub-district office, namely, Jinxing, Xinsheng, Yusheng, Xinle, Lingnan, Lingxi, Yu Mountain, Yu Peak, Yule, Wanzhong, Huxi, Kangxin Park and Kangsheng. There are 15 community residents committees under the jurisdiction of the Zhonghua Road sub-district office, namely, Yongxin, Yong’an, Yongchang, Yongming, Yongsheng, Liuxiang, Liushun, Tianfa, Mei Mountain, Xingguo, Xin Park, Jin Park and Precious Mountai Villa, North House Park and Power Park.
