The district conscientiously implemented the spirit of the 17th CPC National Congress and the fifth session of the tenth Ganjingzi district congress in the field of education in 2008.The district adhered to the scientific view of development, closely held the goal of modernization of regional education, continued to focus on the regulation, balance, characteristics and improvement of the teachers' quality, further standardized the running of the schools, attached more importance to the connotation of the schools, upgraded the level and taste of the schools' operation, promoted the students' all-round development, and tried all out to develop the pre-school and community education. Through the effort of the whole system, the education work gained great achievements including promoting the coordinated development of all types of education at all levels and accomplishing various tasks in 2008. 1. The district established training centers for cadres and teachers in Hongkong and Singapore besides the ones at East China Normal University and Beijing Normal University, highlighting the relevance and effectiveness in the training field. The district government also paid a total of 238.9408 million yuan of the wage adjustment for the cadres and teachers. The education and publicity activities were organized to strengthen the teachers' professional ethics construction. The new hired teacher should graduate from the university with the second level even above with the teacher's certificate of competency, and selected on merit after the examination. 2. Strengthening the education and teaching management, and the quality of it grew steadily. In 2008, the pass percentage of the overall courses in this district was 87.56%, and 13 schools had the pass percentage of over 90%. The gap between the schools was narrowed gradually. Over 458 students in the district had the scores of over 600, 45.8% of the city's overall students' number. The district has 3,100 students with over 526.5 scores, 58.2% of the enrollment number of the key senior high schools. 3. The feature work is progressing steadily, and the education feature in this district was basically formed. As the national defence education center put into use, the functions of the district's central quality education base were further improved. The curriculum in this district was initially taken into shape, and the practical abilities and the spirit of innovation were developed. The central quality education base had a great influence in China, becoming a nice visiting card for the district's education work. 4. The district had exempt totally 16.6443 million yuan of fees and expenditures for text books in 2008, and organized to donate 3.196 million yuan to the quake-hit area in Sichuan province. The schools in this district also received a total of 46 students from the quake-hit areas. 5. With the budget investment of 93 million yuan, the district built and extended six schools covering a building area of 44,531 square meters. The district planed to reconstruct nine playgrounds within the year, and finished 18 ones with an investment of 39.8921 million yuan, covering totally 201,125 square meters. 6. The development of the pre-school and community education grew steadily. According to the educational training requirements of the eleventh five year plan, the district held different trainings for kindergarten heads and professional teachers, effectively improving the kindergartens' teaching quality. Standardize the pre-school education management. The community education work achieved a historic breakthrough. Ganjingzi district was granted the honor of the National Community Education Demonstration Zone by the National Education Bureau in February. The district's government issued policies to support the community education development. 7. The school security work went smoothly. The district's education bureau attached great importance to it and established security office, organizing three comprehensive inspections and four special investigations. The district's education bureau with the related apartments also focused on problems such as the road occupation business surrounding the schools, the underground internet cafes and the illegal operation of the vehicles, and the schools' surrounding environment were improved fundamentally. 8. The district carried out supervision work in accordance with the law to promote the education development in a healthy and steady way. Conscientiously carry out the supervision work in the agricultural-related sun-districts to ensure the implement of the policies and accomplishment of the key tasks. Conscientiously carry out the all-round supervision and assessment work on the education quality, attached importance to the key tasks so as to promote the development of the schools' overall work.
