The construction of the hatch base of the science and technology industry run by local people officially started on October 18, 2006. The district government signed a Science and Technology Cooperation Frame Contract with Dalian Maritime University the same year so as to make the fruit of the science and technology on sea better service the port-neighboring industry, accomplishing the innovation for the second time. The district government encouraged enterprises to set up and perfect project technology center. The R&D Centers of Dalian Chuming Group Co., Lt and Dalian Zhenbang Co., Lt were approved as the technology research centers of Liaoning Province and Dalian city, taking a positive role in the economy development.

Projects including a national level one named State Spark Plan, two provincial level ones named the Medium and Small Sized Innovation Fund and the Important Science and Technology Items, and 19 city-level ones were approved to set up. The district government encouraged young enterprisers, especially intellectuals, to carve out for their causes positively and organize the enterprises to apply for the fund offered by the city’s government. Strengthen the accumulation and protection of the intellectual property rights with four measures, namely, the establishment of the intellectual property office, the adoption of the advices from the enterprises, trainings and the foundation of an inspiring system. The district has 450 patents, over 300 utilized new ones, over 20 outlook design ones and over 100 invention ones, increased by 20% each year.

    In 2006, the people’s living standard in fields of culture and sports improved a lot. The district government improved the standard of public cultural facilities in the community, ensuring the establishment of 150 sq meters indoor culture room. Totally three counties were granted as the city’s feature art performance bases. The cultural industrial development programming including its actuality, guiding ideology, main branches, policies and measures and trainings was set up. The Cultural Sports Festival was successfully undertook by the district government with five performance teams and 15 cruise ones at the opening and other wonderful performances at the closing ceremony. Honors have been given to advanced workers and units that gained Full Blossom Cup and Mightiness Cup in culture and sports fields respectively in 2006. The government organized different kinds of sports activities such as the 12th Dalian International Marathon Competition and Taijiquan performance, and undertook the field and track contest of the city’s key sports bases. The management and supervision of the cultural markets were strengthened. Over 480 inspections with 28,086 officials and 9374 vehicles on 9,362 cultural sites were done. A total of 56 cases and 51,636 fake A&V products were took over. Totally 216 complaints put forward by people were solved.
