In 2006, the civil administration task with the aim of building a harmonious society was achieved comprehensively. The establishment of harmonious communities took effect obviously. The district government promoted the management of openness democracy in rural counties, and organized to train the cadres. Fundamental project, fine art ones and feature ones were pushed.     Ganjingzi district carried out the salvation system for poverty-stricken citizens, enlarging the social salvation areas. At present, the district has 71 welfare institutions, increased 16, and 1,200 beds, thrice than the task ordered by the city’s civil administration office, and topped other places in Dalian.
